És un dels guitarristes més coneguts de jazz des de finals dels anys 1980, que ha compost una obra eclèctica integrada per folk progressiu, música clàssica, música country, noise i molts més. És conegut per usar una multitud d'efectes (delay, distorsió, reverb, octavadores i pedals de volum, per esmentar alguns) amb la finalitat de crear sons únics amb el seu instrument.

Frisell nascut a Baltimore, passa la major part de la seva joventut als voltants de Denver, Colorado i estudia música en la Universitat de Nord Colorado. El seu professor va ser Dale Bruning, amb qui Frisell va gravar un àlbum en duo. Frisell va després a estudiar al Berklee College of Music a Boston on rep l'ensenyament de Jim Hall que ha influenciat enormement la seva manera de tocar i la seva sonoritat.

La carrera de Frisell es va consolidar quan Pat Metheny, indisponible per a una gravació, ho recomana a Manfred Eicher del segell ECM. Frisell grava des de llavors per al segell i participa en els àlbums Paths, Prints et Wayfarer, de Jan Garbarek. Aquest últim és particularment seduït per la imaginació i els veritables paisatges sonors que desplega Frisell.

El seu primer àlbum va ser In Line, àlbum sol, amb la participació del baixista Arild Andersen en algunes pistes.

El seu primer grup, constituït per Kermit Driscoll al baix, Joey Baron a la bateria i Hank Roberts a violoncel, va rebre molt bon acolliment. Ràpidament el grup va ser reduït e un trio (Frisell/Baron/Driscoll) que va tenir autèntic èxit amb un repertori molt ampli que anava del tango al free jazz, del rag al rock dur i de Wess Montgomery a Jimi Hendrix.

En els anys 80, viu a Nova York i participa activament en l'escena musical de la ciutat. Col·labora en particular amb John Zorn, i forma part del seu grup Naked City. També col·labora amb Paul Motian, i després entra en la formació del trio Motian/Frisell/Lovano que té un gran èxit.

En 1988 s'estableix a Seattle. En els anys 90 publica dos dels seus àlbums més importants en els quals destaca el seu frasejo peculiar que recorda als vells mestres del country, al mateix temps que dibuixa paisatges sonors plens de mágia:

Have a Little Faith un conjunt de músiques nord-americanes, de Charles Ives i Aaron Copland a Bob Dylan i Madonna.

This Land un conjunt de composicions originals molt influenciades pel folklore americaino.

En 1995 publica els dos volums que ha gravat, inspirats per les velles pel·lícules del còmic Buster Keaton i que constitueixen un bon resum de la seva manera d'interpretar.

En 1997 Bill Frisell torna a sorprendre amb l'àlbum Nashville, fruit del seu interès pel country, en la seva accepció més oberta. El disc evoca un lloc indeterminat i idíl·lic on reina l'harmonia de la música tradicional. Al costat de temes originals, proposa temes clàssics de Neil Young (One of these days) i Skeeter Davis (End of the world). El grup estava format per Robin Holcomb (veu), Pat Bergeson (harmònica), Adam Steffey (mandolina), Ron Block (banjo i guitarra), Jerry Douglas (dobro) i Victor Krauss (baix).

Entre 2003 i 2005 Frisell és el director musical de Century of Song, unes sèries de concerts en el marc del German Ruhrtriennale arts festival (produït per Lee Townsend). Frisell convida a artistes com Rickie Lee Jones, Elvis Costello, Suzanne Vega, Arto Lindsay, Loudon Wainwright III, Vic Chesnutt, Van Dyke Parks, Buddy Miller, Ron Sexsmith i Chip Taylor a tocar les seves cançons favorites amb nous arranjaments.

En 2003 el seu àlbum The Intercontinentals va ser nominat a un Grammy award. Va guanyar en 2005 el Grammy Award per a Best Contemporary Jazz Album pel seu àlbum Unspeakable. En 2009 el seu àlbum History, Mystery va ser nominat a un Grammy award per a Best Jazz Instrumental Album.

En 2008 Frisell toca com a convidat en l'àlbum de Earth, The Bees Made Honey in the Lion's Skull.

En 2009 Frisell toca una versió del clàssic de Leonard Cohen, "Hallelujah" amb el cantautor Sam Shrieve en el seu primer àlbum Bittersweet Lullabies.

En 2010 Frisell comença a gravar per al segell Savoy Jazz i publica Beautiful Dreamers a l'agost, seguit de Sign of Life a l'abril de 2011. També al gener de 2011, Frisell i Vinicius Cantuária publiquen Llàgrimes Mexicanes en el segell E1.

Al setembre de 2011 Frisell publica All We Are Saying, amb interpretacions de temes de John Lennon. El seu quintet inclou a la violinista Jenny Scheinman, al pedal steel i guitarra acústica Greg Leisz, el baix Tony Scherr i el bateria Kenny Wollesen.

En 2016 publica l'àlbum When you wish upon a Stareste que presenta un conjunt de cançons cinematogràfiques que inclouen títols com Matar a un rossinyol, Pinotxo, Psicosi, El padrí, La bella i la bèstia, Moon River... i divertimentos com la sintonia de Bonança.
